I'm sitting here. Suddenly I hear the quiet woosh. I check and it's the 7,1 MP. WTF? I've never heard this before. I look at the activity monitor. I don't see anything unusual, as far as I can tell. CPU, energy all look the same as it ever does. Should I be concerned? Should I shut it down? It's on 24/7. Except last night I had an unexpected shutdown (KP?) while I sleep. Woke up I had to restart.

It's just weird and a little alarming. Should I be? Or is this normal maintenance?

You didn't post your GPU Mac Pro 2019 specs in your sig. Are you running W5700X?

I'm running Vega II and don't have any issues with fans ramping up.

I'm using the standard New Mac Pro GPU without the upgrade. AMD Radeon Pro 580X

That rules out issues that may be brought about by the other card I mentioned. If it's just a temporary air speed ramp and not sustained over a long period, then I'd say that could be normal depending your current ambient air temp.

I experienced this but under heavy loads for short periods while using After Effects / Premiere Pro.

I never experienced a shutdown though. Knock on wood.

Could be the Mac Pro trying to cool the system down. The Mac Pro is generally whisper quiet BUT I don't think we can expect it to be whisper quiet under load for extended periods of time.

It quieted down. I think the fan kicked in for about 30 minutes. There sems to be plenty of ventilation. It's morning here. Not yet hot. Though it does get hot but generally never in this room since I have AC on when I'm in here which is most daylight times. It's just weird. I', had this since late December and I've never had this happen before.
