The update dialog mentioned a fix for Pro Display XDR and one other thing.
Trying to install the update on a Mac Mini with eGPU, the machine literally turns off. If you turn it back on, it will just turn back off a few seconds later. The eGPU must be disconnected (or turned off) for the Mac Mini to boot up and finish installing. I haven't tried rebooting since the install finished to see if it's capable of booting again with it connected. (10.15.2 broke eGPU booting on Mac Mini, which you'll see a bunch of comments asking about any time there was a 10.15.3 beta thread)

On initial inspection it appears the behavior is the same as the previous release. I can't tell you if 10.15.3 fixed anything because I was already working around the problem, but probably not.Please do try it and share, I've been thinking to add an eGPU to my Mac mini 2018 for sometime but holding off exactly because many complaints since 10.15.2 release. The worst case is to add a portable screen for iGPU but I really don't want to spend on that just for workaround Apple's problem.

Specifically, 10.15.2 would not boot if an eGPU was connected and FileVault is enabled. I disabled FileVault to work around the problem because the SSD is encrypted by the T2 chip whether FileVault is enabled or not, and someone would need to physically steal the machine and have macOS on a USB drive to boot from in order to get at the data since I still have it booting to the lock screen. (Or run it in Target Disk mode attached to another mac, I guess?)
With 10.15.3 installed and FileVault disabled, I can still boot the 2018 Mac Mini with eGPU connected and the only display is connected to the eGPU. It does get boot screens. I'm using a Sonnet enclosure and a Radeon RX 5700 (Navi). I don't know if the FileVault problem is fixed, but initially it doesn't seem any worse than before. Rebooting still seems to be inconsistent, (sometimes screen goes back for the reboot, never boots back up and have to power it down) but cold boot seems fine.

There’s nothing about it in Apple’s release notes, but from what I’ve heard macOS 10.15.3 fixes the bug where large numbers of messages stored “On My Mac” could be deleted when updating to Catalina or rebuilding Mail’s database. It does not fix the bugs where moving messages between mailboxes (via drag and drop, rules, or AppleScript) can delete them, duplicate them, or simply not move them at all.
There was a bug where thin white lines on a dark background, or small white objects on the same appeared cyan on the XDR; this was only with the 16" MBP. It's been fixed, so at least maybe a driver update for the 5500M?
Yes, you did miss the announcement here:This update is over 3GB, and yet, there is little information about what it addresses, and very few posts about any kind of improvements. MacRumors didn't even post about this update (unless I missed it). I guess it's safe to assume the Music app didn't get any fixes or features added back in?
