Software update all ready?

Had a problem with my iPad wifi so I went to restore it, and went under update and there it is a 400 mb update downloading now. Anyone else see this?
 
I don't think it's an update. It's because when you restored it, the current iPad software needed to be downloaded onto your hard drive.
