Seeing software update available in system preferences above the general icon but nothing in the software update icon. Unable to click on continue. Monterey 12.6.5 fresh install but restored from Time machine with Ventura backup.

You have probably restored Ventura preferences for Software Update.
Close System Preferences and delete ~/Library/Preferences/com.apple.preferences.softwareupdate.plist

Thanks for the suggestion. Tried that but didn't work.

Thanks so much for helping but I needed to get back up and running so I reinstalled and just restored user files only during the installation but this didn't help. I reinstalled and did not do any migration assistant and ended up with a clean working system. Will install all my apps and data manually. Sorry for the trouble.
