Those with Little Snitch installed may have no internet access. You won't even be able to reach your router or ping out, despite being correctly connected to wifi. While Content Filters will automatically disable itself with the incompatible macOS version, you need to disable DNS Proxy filtering.

System Settings > Network > VPN & Filters

Set the Little Snitch DNS Proxy filter to Disabled and internet access will return.
 
I’ve seen reports the latest Little Snitch nightly fixes it:
The Little Snitch "nightly," which surprisingly isn't brand new, appears to be working on Tahoe:


It's 6.2.4, I had 6.2.3 installed and like others the internet didn't work after the upgrade. Since this happens almost year with the brand new Developer Beta OS I at least immediately guessed the cause! Long Live Little Snitch!

Also offering big thanks for this. Public Beta has same issue so expect a lot more folks to hit this wall this week.

ran into the same issue with the rc from today.
 
Same problem, different solution on 9/15 upgrade:
1. No internet access because of incompatible Little Snitch.
2. Network settings mentioned above don't exist, i.e. VPN, etc.

Final resolution:
1. Had to download the update for Little Snitch to another machine.
2. Sneaker net to my M2.
3. Could not overwrite the old Little Snitch; copy the new Little Snitch to Applications as a second copy.
4. Rename the old Little Snitch; restart then delete renamed Little Snitch.
5. Install the Little Snitch update.
6. Now internet access is restored.
