Is there a way to add location data (whether it's just a city or exact GPS coordinates) to photos after the fact on iPad, iPhone (or Windows that then work on iPad) since my Mam took the photos, with the location data function turned off?

There seems to be a way on MacOS https://discussions.apple.com/thread/8066985
Though I'm not sure it is still up to date.

In MacOS you can do it in Photos easily. Simply go into Info (command-i) then at the bottom is the box for assigning a location. (If you export the photo, there may be issues with metadata in the latest Big Sur betas, but Catalina is fine.)

On the phone you'll need an app like Hashphotos to do it. The free version might be all you need; not sure.

Though I'm not sure it is still up to date.
I use an app called Metapho and it works good. You can add location data and time and date it was taken.
