Since iOS 10, there are some apps (such as Clash Royale, Google Maps) that are stuttering. This issue has a long history, first in iOS 10 it only happened when my finger was on the screen (in this case, the app instantly dropped the frames to 25FPS). As soon as I released my finger, it went back to 60. They fixed it in iOS 10.3, then iOS 11 and iPhone X came. With that device, the same issue was happening, but ONLY with zero brightness. Starting screen recording has solved the issue or increasing the brightness. This has been resolved as well, in iOS 13. Now in iOS 14 (beta 8) the thing is, the issue is still here but in a different form - the game has a "News Royale" section which will start stuttering (25FPS) if you go out of the app, and go back (most of the times, it's not happening always though, sometimes it requires more than one try). I have made a video which clearly shows how to reproduce the issue.
Please report this issue to Apple, so that the affected apps would behave correctly. After all, we would expect a smooth experience from our phones if they are that expensive, right?

You should file a report with the app developer.
The app developer is saying this is a bug in iOS, and I would agree, because going to the app switcher / out of the app then back triggers it usually, or swiping up the bottom pill. That doesn't sound like an issue with the app. My guess is it has a relation with the app switcher / notification center stutter, which happens like this (since iOS 11, still ignored as well):

Dang just noticed this with my new iPhone 12, never noticed this in clash royale with my iPhone Xr. My ipad is smooth too with clash royale. Maybe something to do with oled screen? But if I turn on screen recording, it is smooth as can be on the iPhone 12. Really weird.

Definitely not cause of the screen. News Royale has the stutter there as well, and Google Maps is affected too. There is something wrong with iOS. The CR and GMaps lag happens on my friend's iPhone 11 too (which has an LCD display)

well ipad os doesnt have the bug then cause my ipad is always smooth. guess I just never noticed the stutter/choppiness in CR on my Xr. Its so bad makes me nauseous.

For me the stutter only happens in the game's News Royale section, the rest of the game is 60fps. I am using a 11 Pro Max, but the issue was like that on my Xs Max and X too.

I see it when scrolling clan messages and the card selection pages. Also when switching pages. It’s awful. But if I turn on screen recording it is smooth as can be. Turn off screen recording and stutter returns. Almost like something in iOS telling the cpu to slow down. I know these newer processors will throttle speeds based on load.

I’ve noticed that if I have the stuttering going on, I can make it go away by starting a battle. When battle is over , stuttering is gone. Further leads me to believe it has to do with the CPU utilization.
