When setting up as a new phone, some apps don't have notifications access and some don't have toggles in the mobile data settings. I've done a few clean installs and it has been the same each time. No backup. Nada. New phone.

Is anyone else experiencing these problems? I wish I'd stuck with my backup now but have deleted it in order to try and cure iCloud not auto backing up. That fault remains, plus a host of new ones. I thought setting up as a new phone was the way to go!

reset all settings then reinstall the apps, whenever i reset all settings several of my apps do that, dont rerequest access for notifications & dont get any cause of it, amazon & ebay was among the several that did it the last time i resetted settings, which was when ios 9 final launched. had to reinstall affected apps

Thanks but I've tried all that. Ebay is actually one of the apps playing up, and Bartlett's Quotations.
Also, Navigon and TomTom aren't showing up in my mobile data settings. There is no toggle whatsoever, nada.

Oh and to make matters worse, on two out of the three occasions that I've attempted to reset all settings my phone has crashed at the Apple logo and become stuck in a bootloop. I had to do a full restore both times. This is bloody annoying.

Same here I reset my settings and nothing showing for eBay. I haven't deleted it because I don't wanna update to the Newest version so I'll try to sync from iTunes to see if that works

what device?

6S+. I had to return one for a faulty home button and that one also did the bootloop thing, so I assume it's an iOS9 glitch.

I've got Ebay notifications working and I'm (also) assuming that the other apps need updating for iOS9. Five clean installs with the same results lead me to this conclusion...
