Before Catalina, the songs on my iPhone's Music playlists were sorted by last played date. After Catalina, the songs on the iPhone are now sorted by Artist in reverse alphabetical order, but this is not how they are sorted in macOS Music app. What is going on here?

Not sure if this has anything to do with Catalina's Music app, but iPhone song playlists are always ordered in reverse alphabetical order by Artist. Anyone else experience this?
This worked for me:
Turn off Live Updating to have a custom sort order transferred to the phone. Otherwise the phone will always use an ascending order.
In the Songs layout the current play order is given by the left most column of numbers.
Click the heading of this column (if not currently selected) then click the small black triangle to invert the order. Right/control-click on the playlist name and click Copy to Play Order, then click the triangle again so it points upwards if needed.
Then sync the phone.
