Having issues with songs missing from Apple Music playlists on my iPod Touch, For instance, the Inspired by The Rolling Stones playlist has 25 songs on the Music app on macOS but when I go to the Music app on the iPod Touch it only shows 11 songs
 
Not an answer but it may help diagnose the problem to compare the cloud status, cloud download, and kind on your Mac to see if there's a pattern as to which songs aren't showing up on the iPod.

To do that, view the playlist by song, then right click on the headers to select which columns you want to see.

Checked some of the playlists that had a lot of songs missing and the Cloud Status of them all say Apple Music. I have seen in other threads that there are issues with syncing the iCloud Music Library at the moment.
 
Kind and Cloud Download are probably the more important things to check. Music's sync issues seem to doing better with the latest MacOS, so you might verify that both your Mac and iPod are up to date - always a good thing to do regardless.
