When I go into my music app all the songs in my iCloud music library are there. None of them are downloaded. I have the streaming setting turned off for cellular data but the songs still play if I click on any of them even though I'm not on wifi. Does the streaming cellular setting just not work?

If you played them while on a WiFi and had free space the tracks will be keep in available unused memory and can be written over by iOS as/if needed.
