I hate to open a new thread about Apple Music sync issues, but having read through various threads here and on Reddit, I still can't figure out whether this is a problem that's on the service side, or something I am failing to do myself.

I have tracks in my local iTunes library which do not exist in Apple Music's library. I selected these tracks and opted to load them into "iCloud Music Library", in the hope that I could play them from iCloud on my iPhone without having to sync the iTunes library with my phone.

The tracks show up in My Music on my iPhone, but they cannot be played. I can tap on them, but they do not play. Furthermore, I can't even sync them onto my iPhone now as it complains that the tracks already exist in my iCloud Music Library.

Is this because I don't have iTunes Match?
 
Give it some time. Those songs have to be uploaded before they can be sent to your other devices.
 
Since I did a new iTunes library for AM I had about 50 or so tracks not available on AM. So I just added them to my library by double-clicking and iTunes added them. I just check on my iPhone and it did take a few long seconds for the first one to play. After that all came right up.
