I am about to purchase an iPad Air 4, and I need to upload scans. If I end up with a pdf document as an email attachment, why cant I just add it to some file, or to Notes? I am no iPad expert, obviously Thanks
 
I'm not completely sure I understand your question, but you can save PDF documents to the Files app either to your iPad or to iCloud Drive (or another cloud service). Is that what you are asking how to do?
 
Here's my situation: I will have an iPad Air 4 with no peripherals. I want to print documents from the iPad files - I plan to get the iPad Air multi-function connector - to a simple B&W printer. I also want to purchase a document scanner, but I need to scan to the iPad. I am used to doing this with a PC on a network, but there will be no PC and no network. Can I do this directly, and them email the documents after saving? thanks again.

I think you'll have to do the research on this. Some HP Printer/Scanners can, presumably, do this via the "HP Smart App". There may be other manufacturers with similar software. How long will the function be supported…who knows?

I use an HP Laser printer (black only) I place the document to be scanned on the scan area. Then, using the HP app, I kick off the scan, which is then stored in the app. It can then be moved to any other capable app such as Pocket Drive, Files, etc, or printed. App is very flexible.
 
I have a little Epson Stylus SX440 printer connected via Wifi to my network. I can print to it via Airplay from all Apple devices we have (3 iPhones and 2 iPads) and also via the Epson iPrint app i can use it to scan. I pop something onto the scanning glass on the printer and then via the app i can initiate the scan and there are various options available to either email the scan to any email address or save to various cloud based storage, i normally save the scans to my Dropbox account and i can access it via my iPhone, iPad or work PCs.
