Hate to ask the obvious but is the volume up? Make sure mute is not engaged.

I've seen the "no Facetime ring" issue on an iPad before.
If you have exhausted all possible settings issues with sound and notifications it may be that you have a corrupt preference file. If you do have a corrupt preference file causing this issue the only fix I know of is to restore as new and then setting up the device from scratch...and NOT restoring from a backup. Restoring from backup will likely bring the issue back...which is what happened with the pesky example I dealt with. The iPad's Facetime ring worked after restoring as new but then stopped working again after restoring from the backup.
Hopefully, you'll find a setting that is incorrect.
I rebooted, check notification sounds and all is OK but nothing when someone facetimes me. I really do not want to resore this is a brand new ipad I bought in October ane I am now having people call me on facetime for the very first time and disappointed that it does not function properly. I am not savvy enough to restore and have all my things back up someone did this for me and now they have moved back to the states so I am out of luck.
