Is there a app out there to set time based sound profiles with out having to jailbreak the phone?

Running: iPhone 4 iOS 5

Without Jailbreaking, any App from the App Store won't have access to your Contacts, Messages or Emails.

So your answer is No.

The last time I jailbroke my iPhone was in 2008 with my original iPhone (before the App Store launched).

So I don't know how stable Jailbreaking is now.
