My 14" 2021 M1 MBP is about a year old. I used to be able to keep the volume at 3 bars and could hear videos fine. Now, I'm having to put it up to about 75% to get the same volume. It's running Ventura 13.2.1 and the timing of the volume change seems to roughly corresponds with my upgrade to Ventura from Monterey. I've searched but not come up with any similar issues. Any idea?

Well, I wasn't in the habit of doing that with earphones, but I see your point. I guess it could be age-related hearing loss. 😩

I'm assuming you've seen nothing amiss in System Settings>Sound or in the Audio MIDI Setup app.

You could try a new, test user account to see if things are the same.

Is is possible to create another volume on the drive (if there's room) and install Monterey…to compare when booted from Monterey?

I'm not at all an audiophile, but nothing seems amiss to me. I created a test account and audio levels seem the same as my usual account. Plenty of space for a Monterey partition, I'll try that a little later.
