Hey all. I'm in a struggle with a vendor and i need to prove my case. Anyone know a place where i can provide some numbers that show the percent of users who updated?

I could be wrong, but I don't think such numbers have ever been released. They'd naturally have to come from Apple and we know that they don't like to release information very often.

i reached out to my apple contact. waiting to see if he even acknowledges the email.

You'll never find actual numbers, but next best thing is to find a developer who reports the numbers based on his or her app or service.

Marco Arment (who makes Instapaper) sometimes blogs about the numbers he sees:

But remember, these are the numbers of Instapaper users, not iOS users. So it's not perfect. But it's something. Also, that's a bit old now, but bookmark his blog and keep checking. It's possible he'll post an update sometime soon now that the new iPad is out.
