My wife has been getting tons of Spam calls lately, so I went into Settings, Phone and clicked “Silence Unknown Callers”. However her phone silences calls from people in her “Contacts” list. I don’t think this is right. Anyone else have this problem?
 
No, it's worked flawlessly for me for well over a year.

Check the contacts; I'd bet either the phone number is malformed (no area code possibly) or missing entirely.

Also see where her contacts are stored; mine are iCloud. If they're on some other service (Gmail, Yahoo, etc) there might be an issue I've not encountered.

No, the phone number is entered correctly. The calls end up in her “recents”, but they don’t ring. Her contacts are stored in iCloud. Her phone service is Mint Mobile, which may be the problem. Terrible customer service.
 
Blocked calls will appear in Red in recents, if they're not red - they're not blocked. Maybe ringer's turned down or silenced or something.

If they are red, then touch the "i" info icon and "Add to Existing Contact." Then review the contact, see if it actually added a 2nd number and if there's any formatting difference.

Also of course ensure updated to iOS 18.1.1

Other possibilities include DnD being set inadvertently, possibly some other issues not coming to mind immediately.
