SPAM - How is it that a blocked number still gets through?

I receive anywhere from 5 to 12 text spam messages a day. I blocked very number - hundreds and hundreds to date - if not over a thousand by now. Every once in a while I notice a blocked number gets through. This could be because I blocked the number and forgot to delete the message - then see the message the next day. But, I get the feeling that the spam can get through even with a blocked number. This is so ****ed.
