Speak caller ID not functional

I have iPhone 5S iOS 10.0.1
Settings, Phone, Announce Calls, Always

Is this phone not capable of speaking caller ID?

It should work. I'm not sure how it works for numbers that are not part of contacts, but those that are should be spoken once at the beginning about a second or two after the ringtone starts playing.

Numbers not in your contacts get announced as "unknown caller"
