Apple Pay Spend a foreign currency

The Norwegian Krone is very cheap and we plan to travel there next year. I’m considering buying some now to spend when the time comes but I don’t know how to make it work. I can easily buy and leave Krone in a multi currency bank account but it doesn’t offer a debit or credit card. (Currency Cloud in London)

Is there any creative way that I could use Apple Pay in Norway to make purchases in Krone?
