Why did apple decide to use split screen vertically in portrait instead of rotating the windows horizontally? I would have much rather had stacked windows in portrait. Is this an option? Am I missing something?

Because the horizontal planes are already being used for the notification center up top and the control panel on the bottom.
 
I was thinking that the control panel could have a second stage pull. Some form of rubber band like action then snap into split screen.

I would be happy even if you can't start split screen in portrait to get horizontal split screen. The current vertical split screen is useless.

Hard to believe this is still an issue after almost 2 years. Android does stacked windows in portrait view by default and it's bliss. There's so many weird nonfunctional things about iOS.
