1) apps have to be updated for it
2) I doubt any updates for it will be allowed to be published in the store before the 16th when iOS 9 drops for the public.
but yes on the 16th I expect to see some of the big names support it! some will come in many weeks later...
It was updated in preparation for it, but the multitasking features aren't supported yet. There will be lots of iPad apps, I'm guessing including the Twitter app, that update next Wednesday to take advantage of the new feature.Doesn't the Twitter app support it already with the recent update they did this week?
Multitasking support requires the app to target iOS 9.0 SDK (with a couple of checkboxes), and no one can submit apps with such target so far. For the record, the current version of Twitter is not yet eligible for the multitasking view.Doesn't the Twitter app support it already with the recent update they did this week?

Many of the "iOS 9 supports" you can see now are mostly those that have no business of new stuff in iOS9 (i.e. just fixes for bugs and layout on iOS9), or somehow they worked it around despite being at a lower version of SDK target, e.g. Twitterrific's use of Safari View Controller.
