I'm using my backup IP6S while I wait for my new 11. The phone is a bit weak on memory (16gb), but "about" shows 3.06gb free. For some reason, several of the apps I use are stored on the cloud rather than the phone. When I try to open them, I have to wait until they download from the cloud. When I'm out and about, sometimes downloading is not an option.

Wondering if there's some setting that insisted in keeping a certain amount of memory free, either selecting at random apps to reside on the cloud or unused apps to be transfered there.

Settings > iTunes & App Store > Offload Unused Apps
That wasn't too successful. I DID turn off "offload unused apps". However the Apps that still are on the cloud won't load when I tap them. I did delete one and then reinstalled it from the App store successfully. I do have a few Apple ID's. I'm now wondering if an app that was installed with a different Apple ID won't restore with yet another Apple ID.

Any other ideas as to why my icloud apps won't refresh from the cloud?

Honestly, not sure. If you do download apps from multiple Apple IDs, that would be my first guess, but you may want to contact support as they’ll likely be able to give you a final answer on it.

A quick note (just in case you weren’t aware) that deleting an offloaded app will also delete its data.
