i get high pitched sounds coming out of my headphone-out port when i'm not outputting any sounds. When i adjust the volume and the volume-changing sounds make their popping sound that sometimes will fix it but it seems like often there's a whine that's always going.

ie, if i load a youtube video where the first few seconds are silence the audio cleans up and the whine goes away until the video is finished then the whine is back. If i lower the volume to 0 then the whine is gone but if i mute it it's still there. it's just really annoying. I leave my headphone-out port plugged into my amp 90% of the time, and i've duplicated the issue with headphones as well.
