Good question, I dont know if there is a SSH log in program like Winscp or cyberduck that would run on the iphones platform. I never heard of one either.

It should work so long as you're on the same network (wifi to wifi; 3G to 3G), or have a route to the other network (3G to wifi via forwarded port).
