ssh loggin not working after reboot

Update: Selecting all users instead of individual ones mentioned by @bogdanw it works not.

I am using my older MacBook pro as a small server. Using ssh to login etc, it all works well. But after you reboot the machine remotely the SSH connection is not working anymore. This has to do with the system nog being logged in yet. After I fill in the password at the startup all works fine.

Is there anyway to load the ssh server before login ? ( running macOS Monterey the latest version )

Have you selected “All users”?

Yes, those are the steps taking to enable it.

My assumption was that enabling it for all users would run it as system service/daemon, rather than a user one.
Maybe enabling it with sudo systemsetup -setremotelogin on will work.
