Because Apple tried something similar and better than the Dell's touch function-key replacement. People hated it.

Dell will learn not to remove function keys.

Let's ask ourselves why Apple went so radical with its 2016 Macbook Pro redesign. I believe Apple did it because they could not differentiate in CPU, GPU, and battery life since all laptops used Intel chips. Apple had to try to differentiate by putting form over function. It backfired huge time.

Now that Apple can differentiate between CPU, GPU, and battery life with Apple Silicon, it no longer needs to design gimmicks.

Apple literally walked back on every single one of its controversial 2016 design decisions. Keyboard. Ports. Function keys.

Didn't they try with the touch bar which people generally either didn't seem to like or care about? I don't see what's wrong with keys being keys or what's so impressive about having them be something slightly different. Messing with function for the sole purpose of seeming ~futuristic~ is imo, very silly, I'm happy with my better screen, better computer...
