To access Control Centre on my iPhone SE I swipe up from the bottom of the screen. On my iPad I swipe down from the top right corner. Is there a way to have this the same on both devices?

No. On an iPhone with a home button you swipe up. On an iPhone with FaceID you swipe down. That's because with FaceID a swipe up goes back to the Home Screen so they introduced the swipe down with FaceID.

Except that iPads with TouchID also use a swipe down gesture to get to control center.

it’s to keep your brain sharp and always thinking about what you need to do. Wouldn’t want people to develop repetitive muscle memory.

That's probably how I should look at it. As a 75 y.o. any mental activities like that are probably beneficial.:) However, it is a bit frustrating when I am hurrying to mirror my zoom exercise class to my TV and I keep getting widgets or nothing at all.

Eventually the home button iPhones will go away so it wouldn’t be such a novel idea to standardize the gestures even though one of them would be redundant, i.e. swipe up/press home button to go home. Or at least put it in settings as a choice. Fwiw there’s two ways to invoke the app switcher on the SE: double press home button/press along edge of left bezel and screen.
Edit: it just occurred that you can duplicate multiple interactions with the Back Tap feature introduced in iOS 14.

That’s why I specifically said iPhones. iPads are different because they are routinely used in landscape orientation much more than iPhones. The location of the home button doesn’t define the product as much as it does an iPhone.
