Starburst (not the fruit chews)

I am new to Adobe Illustrator and Photoshop.

I am wondering how people who know photoshop and illustrator would go about making this starburst image:

Do some googling for splatter brushes and you should find something that will be able to simulate that for you.

Have to agree with fig. Find some splatter brushes, many free ones around with a simple search. Just layer and size the brush splatters (easily set in Options Bar of AI or PS), then set the opacity of each layer differently.
