OS X Starcraft 2 Hotkeys Won't Register

I downloaded a reliable hotkey set, and I have been unable to have the game recognize it. I followed the instructions on the website about adding them to the library, but when I start the game an open the options menu, the hot key list in unavailable.

What gives?

What folder should they be in on Mavericks?

Nobody has any idea where the correct system folder would be?

I tried saving an in game test set, and it placed a hotkey folder in my Blizzard account folder, but the saved hotkey set is listed as a Unix file that can't be opened. I assume this used to be a folder area prior to Mavericks, and the file I downloaded only shows as a text file, so I have no idea what to do.
