Is there any way you can start a completely clean factory settings install, but with iOS 10? I have an iPhone 6S and it came with iOS 9. I don't want to do a factory reset and up with iOS 9, and then update it to iOS 10 again. So, my question is: can I completely start all over again, but with iOS 10?

You can do that on either version really. Settings > General > Reset > Erase All Content and Settings

I have iOS 10 on my 6S right now, so if I do a factory reset, I'll start with iOS 10 not iOS 9, right?
