After updating to Catalina 10.15.4 on my Mac mini 2018, whenever I start up Im getting two apple boot screens. On the second boot screen its exactly like the first except the apple and loading bar is bigger. Then I get a quick solid grey screen for a quick second before finally getting to the login screen ( I included a video). I tried using disk utility and safe boot but it hasn't helped. Then I tried downloading and reinstalling the combo update 10.15.4 but that didn't work either.
 
What's the startup "issue"? What did you "try" using Disk Utility for?

I used Disk Utility's first aid option in Recovery mode. The issue is what I describe in my original post. Before Catalina it was just one black screen with an apple then the login screen. Now it looks all wonky which could mean there's something else wrong that im not seeing so I think its a valid concern.
 
What's producing the first animation? Not the Mac mini. Is it the monitor itself when searching for a connection to the Mac mini?

Also, try setting the monitor resolution, within macOS Catalina to something lower than your normal viewing preference. 1280x800 or there about and then switch it to the usual viewing preference of perhaps 1920x1080 or what ever you normally view everything at.

If you had anything dealing with resolution when using macOS Mojave then I suggest going through what you might have in your LaunchAgents and LaunchDaemons folders. Perhaps there's even a kext file that doesn't agree that well with macOS Catalina and can be updated somehow?

I've seen the jump in resolution on my Retina display iMac and the issues go away after I clear out NVRAM if SwitchResX has been installed - often I don't need to reset anything and just fiddle about in the Display Preferences.

The grey screen before login is probably something not appreciated with macOS Catalina
 
By any chance, are you connecting to a 4K monitor using a scaled resolution? if that's the case, then it's normal. The first half is using vesa drivers so it picks some random resolution that works by default. The 2nd half is when the GPU drivers initialize so whatever you set as your desktop resolution gets applied.

Yep, thats right what saudor is saying 4k monitor or a 4k HDMI cable 👍 shouldn't be a problem if everything works as it should.
My DELL U2719DC with a 4K ready HDMI cable on a Macbook Pro 2018 do the same thing, kind of.
Also 2 boot screens.
