On Mojave all was well with my MBA 2018 - I upgraded 2 days ago and since then any photos I took since on my iPhone 11 Pro are not showing on Mac- they are not being automatically imported - everything else from before upgrading is there - Very annoying as I need photos to go onto my MBA -

Is it better to try to remove the Catalina system and go back to using Mojave or wait until Apple fixes this ? If going back to Mojave can I just erase MBA form Utility and get the older Mojave to install automatically form the internet as ~I am not sure how to easily make a bootable USB with Mojave on it as I cannot see it anymore on App store

Have you checked in System Preferences/Internet Accounts/iCloud to make sure Photos is selected? If it is you could try unchecking the box, log out, log back in, rechecking the box and see if it downloads them.
If you want to go back to Mohave and your machine came with Mohave on it, boot into recovery while pressing Shift-Option-⌘-R. This should give the option to reinstall the macOS that came with your Mac, or the closest version still available. If that shows up as Mojave you could reinstall from there.

If internet recovery doesn't work for you, making a USB is easy. You can use dosdudes patcher to make a USB or I like macdaddy.io's disk maker.
