Steam needs to be online to update

Mac Version: 10.5.8
Processor: 2GHz Intel Core 2 Duo
Memory: 2GB 1067 MHz DDR3

I'm trying to run Steam except I get an error:

"Steam needs to be online to Update"

Except I am online. I've tried wireless, and cable connection. I've download those files with long names and put them in the packages folder. I've deleted my Steam folder in application support folder, I've tweeted Steam Support. What now? I've gotten no response after a year from Steam ticketing system. Please help.

Also, that one post with the outdated version I get this error and it doesn't log me in:

I got that once. I hit okay and it restarted downloading the update. And when it was almost done, it restarted the download again.

Do you have something blocking outgoing connections, like Little Snitch or your firewall?
