On most, if not all websites, from time to time I cannot scroll or move the stylise around on my new 12.9 Pro Gen 2, and have to wait a few seconds in order for it to unfreeze. If that's how you call it. Anyone else with this issue? It would work for a while and then for no apparent reason it would freeze up

How does it work after a full power cycle ("reboot")?
I've and some poorly coded websites in other tabs and flipping around was choppy. Usually closed and killed Safari to fix it. Or a reboot.

Re-Booted, clear cache, so far all sites including documents in "Pages" have noticed this behavior. I'm in the process of exchanging this 12.9 iPad for another 12.9 iPad in the next few days, maybe that will do it I don't know. Even just now it froze again. I'm exchanging this iPad for another, not for this reason but for a upgrade in the storage. Somewhat perplexing.

Getting this on my new Pro 10.5 as well, same behavior. Also at times, screen won't wake from sleep, but the tablet will still think the screen is on because if I hit the lock button, it creates the "lock" sound effect as if I'm relocking it. Hoping it's software because every Best Buy within 500 miles of me is totally sold out, no easy exchange possible, and I used coupons which I will lose if I return and repurchase later.

Sent mine back and ordered a new one and hope that this issue is not seen again. Good luck with yours. Yes it might be a software issue and I hope it can be fixed easily.

I have the exact same issue. Only on occasion. I think its a software glitch. Other than that my new 10.5 is prefect so I plan to wait it out and not return it.

I had same problem on my 10.5 after first restoring from my iCloud backup. So I then restored has a new iPad and now it's perfect.

When I first got my new iPad Pro 2 generation, I restored as New, however the issue was present. Give it more time to see if it rears its ugly head again.
