Still showing "Waiting for Activation."

Ok I got my phone and updated the firmware, from 1.02 to 1.11 and then started to bypass the activation process. It said it was complete and when I turned off the phone as stated, then turn back on, it still pops up, "WAITING FOR ACTIVATION, this may take some time."

is this normal??

or did I do something wrong..

and can I still go forward with unlocking the sim-lock?
