So, I have iOS 17.3, have been using Face ID on my XR since new, but when I go to Settings>Face ID and passcode, this feature is missing. What's up with that?

Settings, Privacy & Security, location services, system services do you have significant locations turned on?

I don't see that setting either, although the thing is always trying to take me home or other significant locations like work.
 
OK, I am officially an idiot. Not for the first time, I suppose. I actually DON'T have 17.3 yet. I saw 17.3 but it was just the message to get the update, not that I had it. Updating now. Sorry for the confusion...
 
Parental controll can also affect what settings can be done to Facetime and Password.

So check out Settings > Screentime so there are no restrictions to privacy/location or restrictions to change other settings.
