Storage Full Alert

Since upgrading to 12 I have a notification on the settings app for Storage Full. But the storage is not. I am using 11.5 of 16. Any suggestions?

I am been having this issue on my iPad mini 4 and my wife's iPhone 7. My wife sometimes has luck after a hard reset but not always. We are unable to take photos, download podcasts, or update apps as we receive storage full alerts. I have 11GB free on the mini 4 and she has nearly 40GB free on her iPhone.

I did a hard reset and the alert is gone now. Everything is reloaded and I am using nearly the same space. Hopefully it holds.
