I know I'm probably an idiot here, but I can't figure out how to keep syncing my documents/desktop to iCloud BUT also save the local copies. I don't want to have to download these files when I need to use them!

By default all your files are saved locally, unless you're low on space in which case your least-used files are purged from local storage. But you can disable that feature too:

Apple menu > System Preferences > iCloud > iCloud Drive Options clear checkbox for "Optimize Mac Storage"
