strange "available" tooltip on desktop

this tooltip is just annoying whenever i move the cursor to the position. can't find a way to remove. it appears when the cursor move to that position ( happened also when running apps ). recently after update to Capitan.

I had that happen to me on Yosemite, had to reboot to get rid of it.
