I recently did a clean install of Monterey using OCLP and then migrated files and settings from Mojave drive which were originally migrated from High Sierra. So yeah, I realize this problem has been occurring since High Sierra and that I may have migrated the issue to Monterey from High Sierra. I want to rule out any other possibilities first because I need my original files and settings.
With that said, my USB mouse is sometimes, not always, frozen at startup which has been happening since High Sierra. Unplugging and plugging back in used to get it working again in High Sierra and Mojave but with Monterey a system reboot is the only thing that works. The mouse has LED lighting and when this happens the lights come on during boot (so I know power is being supplied thru port) but lights shut off when booting to desktop. So I assume there's no power being supplied at that point?

I also have a similar problem with my USB printer, Canon G6020 (obviously plugged into a different USB port). I keep it shut off until I need it. I have to power up the printer then power it down and power back up or the printer is not found. But I can use the scanner on first power up.
Original USB Apple keyboard has no issues at all.
