Hi, I've just bought a mac mini (used) and during the hard drive replacement I noticed this mark.

Any idea about what it is?

If the seller did it, what about warranty?

I'm going to guess that a drop of lock tight fell on that chip and the person tried to wipe it off. Locktight is used on the threads of screws so they don't come lose. It's a kind of glue and very common to use around electronics.
 
I agree, probably some locktite that was inadvertently smeared on the chip. It won't hurt it at all.

I'm not sure which model of Mac Mini (2010 or 2011), but looking at the tear down of either model on ifixit.com there isn't a heat sink on that chip and that would be the one thing I would have been worried about is if a heat sink had gone missing off of it, but as stated it doesn't appear any heat sinks are under the motherboard on either the 2010 or 2011.
