Strange bug in Calendar (Catalina)

I myself use Mojave and Big Sur and do not have the problem. However, my friend has Catalina 10-15-7 and when he adds a new activity in Calendar and he wants to type the hour 19:00 then 09:00 appears. So the 1 changes to a 0.

Do any of you have this problem and how can it be solved?

It sounds like you have your time set to a 24 hour clock & the friend has theirs set to 12 hour clock. Check to see if it happens with 11 & 12 too. If it doesn't, then that is likely the answer. If it does, then I'm not sure.

FYI the time setting that will change Calendar to 24-hour time is at System Preferences>Language & Region, for some reason.

Thanks for your answer, however the time setting was 24 hours. The only way to solve the problem was to drag the activity to the place of 19 hours. Strange.
