There seems to be a bug/problem with the Personal Hotspot on IOS13.

I first noticed it after updating OTA to 13.1.2. After this update the personal hotspot was broken to my android tablet. The Tablet would connect to the hotspot but there was no internet connection. After trying every trick advises through searching google to get it working I decided to try reinstalling 13.1.2 through iTunes. This fixed the problem, the hotspot worked once again with my tablet.. until the next update 13.2.2 which again broke the personal hotspot to my tablet (note: this update was done through iTunes not OTA).
I decided to search online to see if anyone else who is having similar issues with the personal hotspot on IOS13 has found a fix or workaround and came across this

It seems that on some devices ios13 personal hotspot is not sending the IP information to the connected device. I have now manually set the IP up as a static IP for the connection as others have on the link above and the hotspot now works. This is a workaround for now for anyone having personal hotspot problems until Apple finally fix the bug with it .. maybe by 13.4 if we are lucky!
 
I've had the same issues with my Win10 laptop. It just won't get an address via DHCP off the hotspot via USB or Wifi.
 
There’s actually a big problem with the personal hotspot in iOS 13.
On the Apple Support Forums you can find a 24page thread on this issue:


Apple does not recognize this as a wide spread problem so there’s sadly no fix in sight.

On my iPhone 11 I can only use the hotspot with my wife’s iPhone 6 on iOS 12 and a windows laptop if I set the DNS manually. On the windows 10 machine I also have to delete and reconnect the network of the iPhone everytime I want to use it.

I think they messed up the hotspot while implementing new Features in iOS 13 and now they can’t fix that anymore.
