Strange photo stream issue

I was updating my father's IPad 2 recently and I checked his photostream. There were about 25 photos in there that were not his but appeared to be from a Chinese person including some strange shots of bundles of cash and Jewellery.

I have disabled photostream as he doesn't have any other apple devices but I am puzzled by this.

Any ideas on how this happened ?

Yes, his iPad was new when I gave it to him as a birthday present. It is about 14 months old now.

I've heard some other stories similar to yours, and am starting to wonder how big a problem it is or how often it happens.
