All iPads Streaming 4k video on your iPad when out and about (I know this is stupid)

Technically, it's possible. However, none of the official services support streaming 4K to any iPad just yet (they all say 4K is not supported on this device).
The only way to do it right now is if you're running your own media server and have high enough upstream bandwidth at home and downstream on the iPad.
Mind, I think carriers restrict unlimited data plans to 720p max. No idea if this affects video streams from sources other than Netflix, Amazon, etc.

By the way, I actually have played full quality 4K UHD Blu-ray rips (Avengers: Endgame UHD66 and Matrix Reloaded UHD100) on the iPad Pro 12.9 (Infuse Pro via NAS SMB share). The iPad has no problems playing those - at least when my wifi access point is cooperating.
HDR is nice and particularly on still scenes, the difference between 2160p downscaled to 2732*1536 and 1080p upscaled to 2732*1536 is surprisingly noticeable.

My rips have bitrates of 50-109 Mbps. LTE is nowhere near that fast where I'm located.
