Streaming with audio normalization to limit ads volume

Getting closer to cut TV completely I am wondering if there is any way to normalizing audio either by some apps, browser plug-ins or even external box.
I am using MacMini 2011 for TV streaming which works great, but I found ads audio level is very often insanely high.
Is there any way to normalize audio using MacOS, browsers plug-in, external sound box or even WinOS to keep volume at normal?
