“Stuck” notifications

Anyone else having an occasional issue where notifications get “stuck”. I’ll have some that get cleared, but then later show up in the history again. When I tap on the notification, nothing happens, it doesn’t clear, and doesn’t open an app. I can clear it by tapping the X, but it usually comes back. The only way to make them go away completely is to power down then power back up. Running iOS 12.0.1 (happened on 12 as well). iPhone XS

Happening to me, with a Whatsapp notification. I even deleted the whole conversation and this one notification will appear randomly. It shows a text I received two days ago. Haven't restarted my iPhone but this makes me wonder if Apple keeps a complete notifications record somewhere. Creepy.

Hasn’t happened recently, but yes I’ve seen this too. Very annoying.
