Umm yeah and Im afraid to do a restart in case it messes something up.

So I was uninstalling anyring and rock my phone apps (the latter was installed with anyring) And it said reload springboard. I selected tha and now I have the spinning circle for the last 5 minutes. Its still activley spinning but the phone isn't doing anything else and the rest of the screen seems to be "frozen" as the time hasn't changed or anything else.


Is it safe to do a home and sleep restart?

It did say "complete" before I clicked reload springboard.
 
Well I restarted ummm after the apple logo the screen went black for like two minutes. I looked real quick and found that holding the power button for 5 seconds the phone should "load and wake up"
 
You're lucky. The first time this happened to me nothing at all would happen, so I had to restore. The second time I managed to put it into DFU mode, then just power it on again. Luckily that fixed it the 2nd time.
